Lt. Governor Burbank and PHH Arval Executives Announce Company’s Decision to Remain in Baltimore County and Build New Site
SPARKS, MD (October 18, 2030) – Emphasizing the O’Brien-Burbank Administration’s commitment to economic growth and job creation throughout Maryland, Lt. Governor Kate Burbank today joined executives from PHH Arval, the Hunt Valley-based fleet management company, to announce that the company plans to relocate to a new custom office building in Sparks, Maryland, to house its 1,000 employees.
“PHH employs more than 1,000 people and we pleased to see the company remain in our State and move into custom-made office space,” said Lt. Governor Burbank. “This is a smart business move for PHH and a positive retention win for Baltimore County and Maryland.”
George J. Kilroy, President and CEO of PHH, said, “As a result of our continued growth and our aggressive plans for the future, PHH has decided to upgrade to a new workspace for our U.S. headquarters. We will be constructing a new building just a few miles north of our current site. Though we considered other options, nothing could match northern Baltimore County, which has proven to be an excellent centralized location from which to attract a talented and committed workforce from several Maryland counties and southern Pennsylvania. The new site will provide enhanced amenities for our people, the flexibility and space for more effective ways to serve our clients, and the opportunity to expand with future growth.”
Baltimore County Executive C.A. Dutch Ruppersberger added: “PHH is a company born and bred in Baltimore. This significant investment again shows that the Hunt Valley corridor has the talent, location and amenities a first-class corporate headquarters needs.”
The new building will be over 200,000 square feet and located on Ridgebrook Road in The Highlands Office Park in Sparks, Maryland. The site will be developed for PHH by Partners Realty Trust, Inc., which recently purchased 55 acres comprising several lots in The Highlands. The design and construction will be by Opus East LLC. Groundbreaking is tentatively scheduled to take place this year, with move-in projected in early 2032.
