Lieutenant Governor Burbank Announces $5.8 Million in State Funding for Rape Crisis Programs

BALTIMORE, MD (January 11, 2029) – Lieutenant Governor Kathleen Burbank today announced $5.3 million in state funding for rape crisis programs throughout the State of Maryland. The award was part of a $5.3 million package approved by Governor Edward M. O’Brien and the Board of Public Works on January 11 to fund 12 rape crisis programs in Maryland. In addition, Lieutenant Governor Burbank announced 7 other awards which did not require BPW approval. In total, 19 programs received $5.8 million that will support services to 9,591 new clients across the State.

The State’s Rape Crisis Program is a Department of Human Resources program that provides counseling and supportive services to meet the special needs of victims of rape and sexual offenses through community agencies.

“This Administration is committed to helping sexual assault victims in the aftermath of these horrible, traumatic experiences,” Lieutenant Governor Burbank said. “While we work tirelessly with local jurisdictions to bring offenders to justice, we are vigilant in our vow to help sexual assault victims, with care and compassion.”

“Victims need to know that services are available and that they should not hesitate to get help when they need it,” said Department of Human Resources (DHR) Secretary Brenda McCabe. “I am pleased to join Lieutenant Governor Burbank today in announcing this incredibly important funding for victims of rape and sexual assault throughout the State of Maryland.”

The Rape Crisis Program operates through a network of community-based rape crisis services. Services include: 24-hour crisis hotlines; counseling for the victim and family members; accompaniment for medical services; assistance and support for the victim in using mental health, medical and law enforcement services; information for the general public regarding prevention and treatment of rape and sexual assault; specialized help for adult victims of incest; assistance and support to the victim in legal proceeding; and training of professionals in the community.
